You don't sign up for Threads — you log in with your existing Instagram credentials, and Threads automatically reuses your Instagram numeric user ID. Adam Mosseri's ID on both platforms is

Web client adds @-handles
Threads launched the threads.net (now threads.com) web interface, exposing public profiles whose URLs follow the pattern
threads.com/@username. The numeric ID stays inherited from Instagram. -

ActivityPub & federation
Threads began federating posts via ActivityPub (the same protocol Mastodon uses). Federated identifiers are derived from the same Instagram numeric ID.

Meta has been testing the ability to use Threads without an Instagram account. Even in those flows, the underlying numeric ID is allocated from the same Instagram ID space.
